Joe was born in Glasgow, Scotland and moved to California at six years of age. He began playing in pipe bands at the age of eight in the Los Angeles Police Pipe Band, where he learned from and played under his father, Tom Foley. Over the years, Joe has played in several other bands including LAPD, Beach Cities, Prince Charles, Scottish Heritage, Glasgow Skye, Simon Fraser University, and LA Police again. He was the leading drummer for the LA Scots from 1991-1995. Laterally he was the Drum Sergeant of the LA Scots Grade 4 band and led the corps to three very successful season including prizes in Scotland in 2007. Joe has been a Senior Drumming and Ensemble adjudicator for WUSPBA as well as an active clinician throughout the United States. Joe credits his musical influences to Alex Duthart, John Moneagle, Reid Maxwell and The Lee Brothers, The Parkes Brothers, Gordon Brown and Trevor Buckley, Jim Kilpatrick and Carl Lenny. He is married to Katie and in October of 2006, Joe and Katie welcomed their twins to the world, Calum and Fiona. Joe is a REALTOR® in Southern California.
